In 2019, the number of service relationships within the framework of the central government’s on-budget finances increased by 1,032 from 2018. The number of person years in the same period increased by 1,017. The total number of service relationships in 2019 was 75,350 while the number of person years stood at 73,902. About one-half of this increase came from security operations, such as the National Police Board of Finland, Finnish Defence Forces and the Finnish Border Guard. Measured in person years, growth could also be seen particularly with regard to employment and economic development offices and ministry-level activities. Due to Finland’s EU presidency, the majority of the increases in ministry-level person years took place in the Prime Minister’s Office and the diplomatic missions of the Ministry for Foreign Affairs.
