Central government finances

From 2025 onwards, central government finance reports cover a broader whole than before.

From 2025 onwards, central government finances reports will contain an economic entity consisting of on-budget entities, the state’s extra-budgetary funds (off-budget finances). and state enterprises or corporations. The financial entity is the same as in the consolidated calculations of central government finances presented in connection with the final central government accounts, which are prepared for the first time in 2025.

Until 2024, central government finance reports covered on-budget and off-budget state funds.

The calculations of central government finances are presented as eliminated. Elimination covers transactions between organisations belonging to central government finances. These include internal income and expenses, internal distribution of profits, mutual receivables and debts, and internal ownership.

The 2025 reports do not provide comparative data due to its content being more extensive than previously.
